Revised Economic Outlook for China in 2024
Multiple prominent international financial institutions, including UBS, Goldman Sachs, and Nomura, have recently adjusted their forecasts for China’s economic growth in 2024. These upward revisions come in response to a series of stimulus measures implemented by Chinese authorities since late September. The consensus among these institutions is that China is on track to achieve its official growth target of around 5 percent for the year.
This reassessment is particularly notable given the headwinds China faces, such as subdued retail sales and declining property prices. Despite these challenges, the revised GDP growth estimates from UBS, Moody’s Analytics, Goldman Sachs, and Nomura now approach 4.95 percent, reflecting increased confidence in the effectiveness of the stimulus efforts.
Stimulus Measures and Their Impact
The Chinese government initiated monetary policy easing towards the end of September, focusing on significant reductions in mortgage and benchmark lending rates to bolster economic activity. For instance, the People’s Bank of China recently lowered the five-year loan prime rate from 3.85 percent to 3.6 percent and the one-year rate from 3.35 percent to 3.1 percent. These moves aim to support the real estate sector and broader economic growth.
UBS raised its growth forecast from 4.6 to 4.8 percent, citing stronger-than-expected third-quarter GDP figures and the newly introduced policy stimulus. Similarly, Moody’s Analytics increased its projection from 4.8 to 4.95 percent, acknowledging that while the third quarter exhibited economic softness, recent policy support is likely to steer growth towards the official target.
Goldman Sachs and Nomura have also adjusted their forecasts upward, with Goldman Sachs moving from 4.7 to 4.9 percent and Nomura from 4.6 to 4.7 percent. However, not all institutions have followed this trend; Standard Chartered opted to lower its forecast despite the stimulus, and HSBC maintained its previous estimate of 4.9 percent.
Challenges and Medium-Term Outlook
Despite the positive revisions, analysts emphasize that structural issues remain, particularly in stabilizing the real estate market. Nomura has highlighted the need for well-considered policies beyond broad stimulus to address these entrenched challenges effectively.
Looking ahead to 2025, growth projections generally moderate. Goldman Sachs anticipates a 4.7 percent expansion, UBS forecasts 4.5 percent, and Moody’s Analytics expects 4.75 percent growth. The Asian Development Bank projects a 4.5 percent increase, marking a slight deceleration from 2024.
Geopolitical risks also factor into these forecasts. Institutions have noted the potential impact of renewed U.S. tariffs on Chinese exports, particularly if former President Donald Trump secures victory in the upcoming U.S. elections. UBS cautions that a significant escalation in tariffs could push China’s growth below 4 percent, even with enhanced stimulus measures.
Implications for Global Economic Strategy
The revised growth outlook underscores China’s continued role as a critical driver of global economic activity despite structural and geopolitical challenges. The stimulus measures demonstrate Beijing’s commitment to sustaining economic momentum and managing downside risks.
For international investors and businesses, these developments highlight the importance of closely monitoring China’s policy responses and economic indicators. The evolving landscape will influence supply chains, investment decisions, and strategic positioning in the context of global economic competition.
